District "E" Councilman James Gray Proposes Residential District Preservation Interim Zoning District

NEW ORLEANS - On Thursday, October 26, 2017, District "E" Councilmember James Gray introduced, and the City Council passed, Motion M17-559, instructing the City Planning Commission to hold a public hearing to amend the City’s Comprehensive Zoning Act in order to create the Residential District Preservation Interim Zoning District.

This interim zoning district, designed to protect neighborhoods from a myriad of problems, among other items establishes hostels as a “conditional use” in commercial districts adjacent to residential areas. This new interim zoning district prevents a homeless shelter, masquerading as a hostel, from locating near a residential district. The effect of Motion M17-599 is that all appropriate agencies of City Government are not to accept any applications for permits or licenses that are in conflict with the intent and provisions of the proposed Interim Zoning District. Councilman Gray said: “While I have always worked to bring jobs and businesses to commercial and industrial areas of the district, I believe we must put in place safeguards that protect the quality-of-life and safety of our residents in their homes and neighborhoods. A person’s home is a sanctuary, a place where you raise your kids, invest your money in the property for your family’s future, spend your leisure time, a place where you feel safe. We want to do everything we can to preserve those sanctuaries as well as those investments. Gray said the Residential District Preservation IZD could also be a vehicle to restrict and reduce a wide range of problems on commercial properties near residential neighborhoods.
“We will continue to search for new ways to combat old problems,” Gray said.
